With all the horrors going on right now, it’s immensely satisfying to see justice served when an act of cruelty is committed. A few days ago, a 37-year-old Seattle tourist named Igor Lytvynchuk threw a rock at a beloved monk seal near the Lahaina shoreline. In addition to being punished by locals for his actions, Lytvynchuk now faces federal prosecution under the Marine Mammal Protection Act.
Not Just Endangered, but a Symbol of Hope and Renewal

Hawaiian monk seals are protected under the federal Endangered Species Act (ESA) and MMPA, as well as state law. Harassing, feeding, disturbing, and otherwise harming any of them can result in heavy fines and/or criminal penalties.
The monk seal who Lytvynchuk attacked is a female whom locals have named Lani. This beautiful name translates to “sky” or heavens”, and evokes an ethereal sense of connection to the divine. The sky is of great spiritual significance in Hawaiian culture, and this name also implies nobility and majesty.
Lani has been frequenting Lahain’s shores for over 20 years, and is loved and watched over by local residents. She became a local celebrity once she returned to Lahaina after the devastating 2023 wildfires. As such, residents are horrified and enraged at this act of cruelty towards this beloved seal.
“Lani is not just a seal to us, she is part of our ocean ‘ohana (family). I want to mahalo everyone who stepped in, protected her, and reported this unacceptable behavior. As Mayor, I not only have a responsibility to protect the people of Maui County, but also the wildlife and animals that share these islands with us.”
Lani appears to have been unharmed by the attack. The thrown rock narrowly missed her head, and gave her a good scare, but didn’t hurt her.

“I Don’t Care, Fine Me. I’m Rich.”
These were the words Igor Lytvynchuk haughtily responded with after a local chastised him about attacking Lani. When told that these seals are endangered and that he could face a hefty fine, Lytvynchuk just laughed.
Kaylee Ku’ukamaleimakamae Schnitzer, who caught the abuse on camera, confronted the man. She told KHON2 Hawaii news that his response was simply: “I don’t care, fine me. I’m rich” before sauntering away arrogantly.
Locals called for help immediately, and Lytvynchuk was detained and questioned by the Conservation and Resources Enforcement authorities. He was released after he requested an attorney, but this situation won’t end here. In addition to being beaten up by local residents, Lytvynchuk is set to face serious consequences for his act of cruelty and abuse.
The Senator of Hawaii publicly addressed this incident and condemned Lytvynchuk’s act of cruelty. Furthermore, he recognized and lauded those who stood up and confronted the abuser immediately, rather than ignoring the situation.
Lytvynchuk Faces Federal Prosecution for his Seal Attack
Maui Mayor Richard Bissen is a former judge and prosecuting attorney. He blasted Lytvynchuk on social media and vowed that Hawaii would pursue justice against him.
“Let me be clear, this is not the kind of visitor we welcome on Maui,” he said. “We welcome respectful visitors that understand that our cultural environment and wildlife must be treated with care and aloha. Behavior like this will not be tolerated.”
He added:
“Let me be clear: this is not the type of visitor we welcome on Maui. Behavior like this will not be tolerated. I assure you that I will see to it personally that this individual is prosecuted to the fullest extent of the law, whether at the County, State, or Federal level. There must be consequences. Lani, we have your back.”
There are only around 1,400 monk seals left worldwide. They have been federally protected since 1972, and any harm against them falls under the violations of the Marine Mammal Protection Act. Lytvynchuk and others like him seem to think that their wealth absolves them of any accountability. Essentially, that it doesn’t matter what they do: they can just buy their way out of it.
Let us hope that justice will be properly served, and that Lani will remain a healthy, happy fixture in Lahaina for many years to come.
